LAHORE

An FIR registered against a religious leader and a caretaker of a seminary reveals shocking and grim details of how they repeatedly sexually abused seminary students – both girls and boys. One of the accused, who was disabled, was also involved in raping his own sister, also disabled.

The Kameer Police registered a case against a prayer leader (qari) Omer Hayat and a mosque and seminary caretaker Sanwal Parvez, both residents of Ada Shabeel, Kameer Town, Sahiwal, over allegations of molesting, raping and filming the students at the madrassah Jamia Noor ul Quran, located at Chak 116/9-L, Ada Shabeel. Dozens of videos of sexual acts filmed by the accused were discovered on his phone. Both suspects have been arrested by the Kameer police.

The FIR, registered on  the June 18, also accused Sanwal Parvez, the caretaker of the seminary situated in Kameer, District Sahiwal, of repeatedly raping the students and filming the abuse, in spite of his disability due to polio, however it later emerged that he had also been raping his own sister who is also disabled.

Village shocked at discovery of videos

The FIR details that the qari, who also used to craft amulets, had set up the mosque and madrassa years ago, with Parvez serving as caretaker and a fellow teacher.

Around four weeks before the case was registered, a labourer from the area had brought his sister-in-law to the madrassah seeking an amulet for a headache she was sufferng from. The qari was not present at the time, and the caretaker allegedly took the woman into a room, raped her, and recorded a video with the help of an unidentified student. He later used the video to blackmail and extort money from her.

The woman eventually told her brother-in-law what had happened. When the matter was brought before the village elders, the caretaker’s phone was examined in front of them, and it was found to contain numerous videos allegedly showing him as well as the qari molesting and raping students, as well as footage of madrassah students being made to molest one another in the caretaker’s presence.

District Police Officer (DPO) Usman Tipu also confirmed to Voicepk that both suspects had been arrested. The complainant and the investigating officer (IO) both revealed to Voicepk that Parvez’s abuse was not limited to just madrassah students, but also to repeatedly raping his own sister, who is disabled.

Complainant Saeed Anwar, in FIR 302/26, registered on July 18, 2026 under the sections 375 A and 292 of the Pakistan Penal Code (PPC) at Kameer Police Station, gave a fuller account of how the case came to light.

“The madrassah, Jamia Noor ul Quran, has been running snice the past nine or 10 years, as far as I can remember,” he said. “My workshop is right across from it, and we have known this family for years. One day, while I was working, a student from the madrassah came up to me and said the teacher was asking them to do vulgar things. I told him to go back to the madrassah, and that I would come and see for myself. At first I thought he might be joking, or that he had misunderstood something.”

Anwar said he went to the madrassah and forcibly took the caretaker’s phone to check it himself.

“To my shock I found over 60 (63 to be exact) videos of a serious sexually violent nature in just a single folder alone,” he said. “And there were still other folders that were password-protected, which I couldn’t get into. Even more shockingly, among the videos I found some involving my own sister-in-law, whom I had taken to the madrassah for an amulet. I was so shocked and disgusted that, at that moment, I wanted to kill both of them (accused) myself. They hadn’t just assaulted the students — they had also trained them to engage in this kind of behaviour with each other, and filmed it too.”

Anwar also said that the mother of the accused caretaker Sanwal Parvez, a seamstress, would also create cause for abuse by her son, whether she did it knowingly is not yet confirmed.

“When women came to her for their measurements, she would ask them to remove their shirts. Her son would hide nearby beforehand and film the women during these fittings, without them ever knowing they were being recorded,” he said. “The police have arrested the accused and are cooperating with us,” Anwar added.

IO Rao Imran of Kameer Police Station told Voicepk that both men remain in custody. “Our initial investigation points to Sanwal Parvez as the main accused,” he said. “For now, the qari, Omer Hayat, has denied all the allegations, but we are still investigating whether he was involved in this crime,” he said.

Rao Imran said that interrogation had revealed that Parvez’s abuse extended into his own household.

“He is such a lowdown person that he even repeatedly raped his own disabled sister at home, often time ejaculating in her mouth,” he said, adding that the police believe the accused would drug her before the assaults.
