SHRC Demands Equal CNIC Access for Transgender Individuals
The Sindh Human Rights Commission (SHRC) has urged the National Database Registration Authority (Nadra) to issue CNICs to transgender individuals without discrimination. This demand comes in response to a complaint filed by Sana Khan, a transgender person from Hyderabad, who was denied a CNIC by Nadra. The SHRC stated that denying CNICs to transgender people exacerbates their existing marginalization and violates their constitutional rights.

Although Nadra initially suspended CNIC issuance for transgender individuals on June 13, 2023, this decision was later revoked on September 25, 2023. However, the Nadra office in Hyderabad cited delays in updating their central system as a reason for continued denial. Furthermore, Nadra referred to a Federal Shariat Court (FSC) judgment on May 19, 2023, which ordered the suspension of certain provisions of the Transgender Persons (Protection of Rights) Act.
