ISLAMABAD

A new, high level committee has been constituted by the Punjab Chief Minister of Punjab, Maryam Nawaz, for a fresh investigation into the prominent Hina Javed murder case that took place in Rawalpindi.

According to sources, this special committee will be headed by Director General CCD Suhail Zafar Chattha, while other members of the committee include DIG Lahore Shoaib Khurram and SSP Investigation Rawalpindi Saifullah. The committee is expected to visit Rawalpindi this week where, along with inspecting the crime scene, it will conduct a detailed and fresh review of all the investigation carried out so far by the Rawalpindi Police.

On the other hand, the Rawalpindi Police

have received reports of all key forensic samples in the Hina Javed murder case, which also include the final post-mortem report of the deceased. Furthermore, on the instructions of the Chief Minister of Punjab, the established high-powered committee has also formally established contact with the bereaved family of the deceased Hina Javed.

Background

Hina Javed was brutally murdered inside her home on August 21 this year, the case of which is registered at Civil Lines Police Station. The deceased’s husband, Faisal Asghar, and domestic worker Zeeshan Arshad, nominated in the case, are currently imprisoned in Adiala Jail on judicial remand. An application for post-arrest bail was approached in court by the accused Zeeshan Arshad, later, the bail application was withdrawn by the accused, whereas the deceased’s husband and accused Faisal has not yet approached the court for bail.

The family of the deceased Hina Javed had expressed severe reservations over the investigation carried out by the Rawalpindi Police and had also sent letters to the Parliamentary Women’s Caucus Committee as well as the National Commission for Human Rights (NCHR) for obtaining justice.

In these letters, the stance taken by the family was that the murder investigation is neither taking place in an impartial manner nor is it being conducted according to the contents of the FIR, due to which the family fears that the actual facts are being concealed.Police investigating officers, contrary to the FIR, are trying to shift responsibility away from the principal accused onto the domestic worker, even though the worker in his initial confession statement had clarified that the planning of this murder was made by Faisal four days prior and he had promised to give the worker one lakh rupees and an American visa, which proves that the worker is a facilitator of the actual accused and he carried out the entire act solely on Faisal’s instructions.

This stance was also reinforced by the story fabricated by the father-in-law, in which it was claimed that unseen individuals who entered the apartment killed Hina.

The application highlights multiple irregularities of evidence tampering and corruption with proof, including the disappearance of underwear at the time of returning the deceased’s clothes after the post-mortem on August 20, the deletion of all conversations and messages from Hina’s mobile phone conducted with her sister Nadia, and the bedsheet found at the crime scene being received by the father-in-law instead of the investigation team.

Apart from this, not taking immediate custody of the principal accused’s laptop and mobile phones to send them for forensic examination, and not inspecting the web activities of the worker’s phone and the accused’s phones and laptop, also demonstrates severe negligence in the investigation. In the case so far, neither any reason nor any motive for the murder has been determined or recorded, while statements of key and crucial witnesses such as the house maids, driver, the deceased’s brother Kamil, and neighbors have also not been recorded.

It has been further pointed out that extraordinary delays are being made in the provision of DNA and forensic reports, and no recovery has been made from the principal accused Faisal so far, while the police have also not properly searched Faisal’s room located in the upper apartment. The deceased’s brother has requested the National Commission for Human Rights to take notice of this matter and issue directives that the investigation be moved forward according to the FIR or this case be handed over to an independent investigation team, order the Punjab Forensic Science Agency to issue DNA and forensic reports promptly, and instruct that all electronic devices of the accused and worker be sent immediately for forensic examination.

Copies of the FIR and post-mortem report have also been attached with the letters, and it has been stated that the deceased’s family is seeking only a transparent, complete, and impartial investigation in accordance with the law, and justice.

FIR details

A heart-wrenching incident came to light from the Lal Kurti area of Rawalpindi within the jurisdiction of Civil Lines Police Station, where a woman named Hina, who tied the knot nine months ago, was allegedly murdered by her husband Faisal Asghar after inflicting severe torture in collusion with domestic worker Zeeshan and his father. Upon receiving information, police reached the spot and recovered the deceased’s body from the home’s bathroom.

According to police, the deceased’s hands were tied behind her back, a cloth was tied over her mouth, and a wire was wrapped around her neck, while blood and foam were also coming out of her mouth. According to initial evidence, the suspects murdered the woman after subjecting her to torture and apparently feeding her some toxic substance, attempting to give this serious crime the color of suicide.

A case of the incident has been registered at Civil Lines Police Station on the complaint of the deceased’s brother.

The deceased’s brother stated in his statement that upon receiving a phone call from the father-in-law, when he reached his sister’s home, her body was lying in the bathroom. He alleged that the suspects had been continuously torturing his sister previously as well. According to the text of the case, this was the second marriage of the deceased’s husband Faisal Asghar, and his first wife had also taken a divorce tired of domestic violence and torture. Taking immediate action, police had arrested the principal accused husband Faisal Asghar and domestic worker Zeeshan.
