ISLAMABAD

A horrific incident occurred in the outskirts of the federal capital, where a three year old girl, Sakina, was brutally murdered after being subjected to rape. In the tragic incident that took place in Jhangi Syedan within the area of the Noon Police Station, the police, operating with the help of CCTV cameras, arrested the brother-in-law (Kashif) of the deceased, who confessed to his heinous and brutal crime during initial interrogation.

Details of the incident

According to the police, the incident took place on the afternoon of September 22. The three year old child was playing in the street outside her house when she suddenly disappeared mysteriously. When the girl’s mother went outside to look, the child was not there. The family members and neighbors started searching the area on their own; however, finding no trace, they contacted the Noon Police Station at night.

Police registered a case under kidnapping charges on the complaint of the girl’s mother and immediately launched a search operation. Seven different investigation teams were formed, on the instructions of SP Industrial Area and DIG Islamabad. The teams have began searching all the surrounding deserted areas and settlements.

CCTV footage

During the investigation, police scrutinized the records of CCTV cameras installed in the nearby area of Shams Town.

The footage clearly showed that at around 2:15 PM on the afternoon of September 22, three-year-old Sakina was walking down the street holding the hand of a young man. When the said young man was identified with the help of local residents and family members, he turned out to be the deceased’s actual brother-in-law, Kashif, who was married to the girl’s elder sister around a year and a half ago. Later it was found that the suspect Kashif was fully participating in the search operation alongside the police and was dramatically acting to find the girl so that no one would suspect him.

Murder and recovery of the body

Speaking to Voicepk, police officials stated that when suspect Kashif was taken into custody and interrogated following the CCTV footage, contradictions were found in his statements. Investigators also noted that at the time of the incident in the footage he was wearing a pant and shirt, whereas during the search he was wearing a shalwar kameez. During interrogation, he confessed to his crime.

The suspect revealed that he lured the girl away to a deserted and bushy area near Jhangi Syedan, where he raped the child. After that, he feared that the girl would go home and reveal everything, upon which he took a drawstring from an old pair of trousers lying nearby and strangled the child to death.

On the suspect’s own identification, police recovered the naked body of Sakina from near a drain and bushes about one and a half kilometers away from Noon Police Station.

As soon as the body was recovered, police immediately shifted it to PIMS Hospital where post-mortem procedures were completed. Initial medical evidence and examination confirmed sexual assault and death by strangulation. Police have collected DNA and other scientific evidence of the suspect and the deceased and sent them to the forensic laboratory.

Police presented the suspect in the court of the area magistrate and obtained a 5-day physical remand to conduct further investigation in the case and bring facts to light.

Pakistan Peoples Party Vice President and senior politician Senator Sherry Rehman was first to express deep grief and anger over the incident, saying, “the brutality and murder of a 3-year-old innocent girl is an inhuman act and a blot on society.”

She demanded that the courts complete the trial of this case on an emergency basis and award such an exemplary punishment to the suspect that serves as a lesson for such beasts in the future.

According to Sahil, an organization working for children’s rights, a total of 1,914 cases of child abuse or exploitation were reported across Pakistan during the first 6 months of the current year, including 49 infants. This was followed by 356 victims aged 16 to 18, 329 aged six to 10, and 95 victims up to five years of age. In 487 cases, the age of the victims was not mentioned. According to the report, 43 percent of the alleged abusers or exploiters were relatives of the victims, while 34 percent were strangers. In 13 percent of cases, the status or relationship of the alleged suspect was not mentioned.

Out of the reported cases, nearly 45 percent occurred in the victims’ homes, while 18 percent took place in the alleged suspects’ homes. 3 percent of the incidents occurred in open fields, while in 21 percent of cases, the location was not specified.
