NADRA Resumes Transgender Registration After Court Suspension

NADRA has resumed registering transgender individuals after a three-month suspension caused by a Federal Shariat Court verdict. The decision comes following a notification retracting Nadra’s previous order to stop registration. Rida Qazi, Nadra’s Public Engagement Director, confirmed the revival of ‘X’ National Identity Cards (NICs) for transgender individuals, citing constitutional obligations based on legal advice. Nayyab Ali of Transgender Rights Consultants Pakistan praised the decision, and the National Commission for Human Rights (NCHR) commended Nadra’s swift response.

The FSC’s May 2023 ruling had initially halted ‘X’ NIC registrations, but it faced opposition from various quarters, including Secretary General of the PPP Farhatullah Babar, who challenged the verdict. The Transgender Persons (Protection of Rights) Act of 2018, a significant law, aims to provide legal recognition and protection to transgender individuals and combat discrimination. However, in May 2023, the FSC invalidated parts of the law, citing Sharia law conflicts.
